I’ve heard this so many times. But I’ve heard one cat meow to another when they were playing a hide-and-seek, hide-and-ambush game and again when he had come on her “hiding” in a bag with her tail sticking out. Besides, the meow as used with humans must have come from somewhere – probably kittens seeking attention.
